Subject: Walking through fog

I've got a character that walks nicely, but I want it to walk on a
landscape I created... simple enough. My question to any of you is how
would I go about creating fog along the ground of the landscape which
goes about knee deep and is lighter near the top and darker down by the
feet. I would also like the fog to move a little as the character walks
through it (much like the voyager does on the opening intro to star
trek:Voyager when it flies through the space fog. This must look
realistic for the project I am working on.
